To rank here a school must have 100+ students and report at least 3 of the 4 measured factors, schools with mostly-missing data cannot top the list on a single metric. Virtual programs are excluded because their reported staffing ratios are not comparable to in-person schools. This is a resource quality metric, not a test score ranking.
