The question and the method

What share of each state's public schools run a Title I program, the federal program for schools with many students from low-income families?

Schools open in 2024-25 with a Title I status in the NCES Common Core of Data school characteristics file for 2021-22, the last year NCES published the field. A school counts as running a program when it is a schoolwide or targeted-assistance Title I school; schools eligible for a program that do not run one do not count. A state is ranked when at least half of its open schools (and at least 20) carry a status.

Limits. States and districts decide which eligible schools receive Title I money, and a district may serve only its poorest schools, so the share reflects allocation choices as well as poverty. The status is from 2021-22, three years older than the list of open schools; schools that opened since carry none and are left out.
